Outbound mail is on the MIAB fallback — transactional only

The weekly digest and all bulk mail are being dropped. While this route is live there is no SES event ingestion, so no bounce or complaint is being learned, no outbound correlation rows are written, and club delivery health is blind to this traffic. Existing suppressions still apply. MIAB is a short emergency route, not a default.
